This presentation explores the legal and practical realities of bonding construction projects in Indian Country. Attorney Roger Owers presents the legal concepts that influence bonding in Indian Country and Larry McMahon presents the surety industry perspective about the issuance of such bonds.

Roger Owers, Ph.D., P.E., J.D. is an attorney with Sacks Tierney P.A. in Scottsdale, Arizona.  His law practice focuses on construction law, design law, land use and development, and Indian law.  Roger's career in Indian Country spans over 20 years, and includes time as a construction manager for an Indian Tribe and as in-house counsel for an Indian Tribe.  Today, Roger's law practice includes representation of vendors working in Indian Country, including contractors, consultants, and developers.  His law practice includes both transaction work, litigation work, and a general counsel practice in which he provides employment law advice, risk management, entity formation, and other general commercial law services.

Lawrence McMahon

Executive Vice President & Surety Manager, Alliant Insurance Services

Mr. McMahon is Executive Vice President and Surety Manager for Alliant Insurance Services, Inc. which he joined in 2000. In addition to managing large surety placements nationally, he works closely with Alliant Construction Unit and Alliant Public Entity Group to provide expert advice on surety. After graduation from Siena College he joined St Paul/Seaboard Surety Company and in 1994 was appointed branch manager in Los Angeles. The 1998 merger of St. Paul/Seaboard and USF&G saw him named Regional Underwriting Director in New York.

Mr. McMahon served as NASBP President in 2013-14. He serves on the NASBP Professional Development & Education and the Government Relations committees. He participated in the development of the curriculum for and teaches at the NASBP Sales Workshop for Bond Producers. He has been a faculty member of the NASBP William J. Angell Surety School since 2000.
