    This panel has been developed by the NASBP and SFAA International Committees, where panelists will address current surety market trends in today's overseas markets. Panelists will also explore such timely topics as the varying requirements of suretyship, opportunities for contractors in overseas markets, the disruption of the raw material supply chain from Pacific Rim countries, and the impact COVID-19 is having in overseas markets. 

    The panel discussion will be moderated by NASBP International Committee chair, Sheila E. Thompson, President, Rosenberg & Parker of Canada, Inc. Joining Sheila will be several surety representatives who specialize in international suretyship.

    Sheila E. Thompson

    President, Rosenberg & Parker of Canada, Inc.

    Sheila E. Thompson is the President of Rosenberg & Parker of Canada, Inc. With over 35 years’ experience as an underwriter and as a broker, she oversees client and surety relations and is responsible for the operations of Rosenberg & Parker of Canada, Inc.  She has written bonds for both publicly traded and privately held corporations in the construction, manufacturing, energy savings, technology, environmental and waste hauling industries, as well as for many other companies with bonding requirements.

    Sheila’s prior experience includes Marsh & McLennan, Chateau Insurance Company, Morris & Mackenzie Inc., Hunter Keilty Muntz & Beatty and HKMB HUB.

    In addition to being a past Director and Treasurer of the Canadian Association of Women in Construction, Sheila is a member of the Toronto Construction Association (TCA), National Association of Surety Bond Producers, Construction Financial Management Association, The Risk and Insurance Management Society of Canada (RIMS Canada) as well as various construction associations. She is the past chair of the Surety Association of Canada’s Ontario and Education Committees and currently sits on the Ontario Committee. She is the only broker representative on the Canadian Construction Documents Committee’s Surety Subcommittee.

    In 2016, Sheila became Chairperson for the National Association of Surety Bond Producers (NASBP) International Committee.

    Sheila graduated from Trinity College, University of Toronto with a Bachelor of Arts degree.

    Dekker Buckley

    Senior Vice President, CHUBB - COG Surety

    Dekker Buckley has been with Chubb for more than 30 years, beginning his career as a surety trainee in Chubb’s New York office in 1988.

    He is currently a Senior Vice President for Chubb Overseas General, involved in the surety underwriting and operations for Latin America, Europe and Asia Pacific. He also serves as chairman of the International Committee for the Surety and Fidelity Association of America as well as President of the International Surety Association.  Dekker managed Chubb’s surety operations in Mexico from 1993 to 1999 before returning to the company’s Home Office.

    Dekker has a B.A. from Williams College and an MBA from Duke University.


    Michael C. Fay

    Senior Vice President, Head of Contract Surety, Zurich North America

    Mike Fay is a Senior Vice President and serves as the Head of Contract Surety for Zurich North America.  He is responsible for leading underwriting operations, strategy, engaging with the broader surety market and maintaining relationships with our customers.  Mike joined Zurich in 2017 as SVP – Global Accounts in Zurich Surety.   Since this time, he has assumed the Head of Contract Surety with Zurich Surety.   Mike has 34 years of surety experience.  Prior to Zurich, he held various roles in the surety industry, including contract, commercial and international at a variety of Surety operations, including Chubb, AIG and Seaboard Surety.   His international experience included being located in London, England and headed up AIG’s AIU Surety practice in New York.  In addition to his vast surety experience, Mike’s initial work experience was at the Bank of New York in their International Operations – Letter of Credit area in New York City.  

    Mike holds a Bachelor of Science degree in Finance from Providence College in Providence, Rhode Island.

    Nicholas Kim

    Vice President and Senior Underwriting Officer, Liberty Mutual Surety

    Nicholas Kim is Vice President and Senior Underwriting Officer at Liberty Mutual Surety responsible for overseeing the Latin America and Iberia regions.  He is located in the King of Prussia, Pennsylvania Home Office.  Nick’s job responsibilities include developing a clear underwriting and risk management strategy for the countries within his region as well as managing a team of home office underwriters who are responsible for working with the various field offices for underwriting approvals.  The oversight of the LatAm & Iberia regions include the management of a portfolio of clients ranging from large corporates to small & medium size enterprises (SME) with both contract and commercial bond needs, both in conditional and on-demand surety markets. 

    Nick graduated from Temple University’s Fox School of business with a concentration in Risk Management & Insurance and International Business.  He started in Liberty Mutual Surety in 2007 and has focused the majority of his career in International Surety.  

    Gonzalo Videla

    Regional Underwriting Officer, Latin America and Fronting, Travelers, Bond & Specialty Insurance

    Gonzalo Videla currently leads International Surety for Latin America and Fronting at Travelers, Bond & Specialty Insurance.  His responsibilities include overseeing the construction and commercial surety business in Latin America as well as the worldwide fronting operations.  Gonzalo graduated from the University of Buenos Aires with a double major in Accounting and Business Administration.  He started his surety career in Argentina, where he was born.  Work experience includes various roles in international surety at both Chubb and Zurich North America.  With over 25 years in the surety industry, Gonzalo has surety underwriting, reinsurance, and portfolio management expertise including reverse flow and local accounts in several countries around the world.

    Robin Amstutz

    Senior Vice President & Lead Surety Broker, Edgewood Healthcare Advisors, a division of EPIC

    Robin Amstutz is a Senior Vice President of EPIC Insurance Brokers and Consultants and the Lead Surety Broker for Edgewood Healthcare Advisors, a division of EPIC.  Robin and her team advise and educate clients about surety, and place and service bond programs for healthcare clients across the country.

    Prior to joining EPIC through acquisition in 2019, Robin spent 12 years building the commercial surety book of business for Integro Insurance Brokers.  In 2015, Robin was recognized for her leadership attributes, client service skills, and expertise by being named to the “40 Under 40” list by Business Insurance Magazine.  Prior to Integro, Robin spent time in administrative roles with NAS Surety and Hilb, Rogal & Hobbs.

    Robin participates on the NASBP 5-15 Leadership and Professional Development Committees and serves as Vice-Chair for the Commercial Surety Committee.  She is also Chair and Co-President of the Midwest Chapter of Women in Surety, the vision of which is to empower and inspire women in surety.


    Kristan Retusnic

    Account Executive, Commercial Surety Member, Healthcare Center of Excellence Travelers Bond & Specialty Insurance

    Kris Retusnic is an Account Executive within Bond & Specialty Insurance at Travelers.  In this role, she manages a large multi-industry commercial surety portfolio ranging from small private companies to large multi-national organizations. Based out of Chicago, she has responsibility for a number of national and regional broker relationships. Kris is actively engaged in the Travelers Healthcare Center of Excellence team. This group seeks to grow and monitor the healthcare portfolio in addition to educating Travelers Commercial Surety underwriters on this ever-evolving industry. Prior to joining Travelers in 2013, Kris spent twenty years on the brokerage side of the business having worked for multiple regional and national brokers. 


    Thomas J. McElligott

    Managing Director, New England Region Team Lead, Healthcare Center of Excellence Travelers Bond & Specialty Insurance

    Tom McElligott is the Managing Director of Commercial Surety out of the New England region for Travelers Insurance.  In this role Tom oversees a team of underwriters that manage and develop a surety book throughout Massachusetts, New Hampshire, Rhode Island, Vermont, Maine and Connecticut.  Tom has been serving in this role as Managing Director since 2010 and has been with the Travelers Commercial Surety group since 2001. 

    Tom is also currently the Team Lead of Travelers Healthcare Center of Excellence group which is a cross section of healthcare experts throughout the country.  This team is tasked with monitoring the everchanging healthcare industry and identifying opportunities to introduce new surety products in this space.  In his two years as Team Lead, Tom has overseen numerous successful projects and roll outs.  Prior to being named as Team Lead, Tom has been a member of the Healthcare Center of Excellence group since its inception in 2011.

    Tom received his Bachelor’s Degree from Colgate University in 2001 with a major in Mathematics and a minor in Economics.  He subsequently completed his Masters in Business Administration at Bentley College with a focus in Finance.

    During this seminar a panel of presenters including Frank Russo from Procor Solutions + Consulting, Lynn Allen of Tyson & Mendes, Sheri Wilson of Lockton Companies, and Tracy Alan Saxe of Saxe Doernberger & Vita, P.C., will discuss business interruption coverage under COVID-19. They will begin with an overview of property insurance coverage, the requirements for coverage including conditions, exclusions and typical first party property coverages that may reimburse business interruption losses, and approaches to claim prep and document losses. They will then dive into issues related to the current COVID-19 pandemic and provide a legal perspective on COVID-19 and non-COVID-19 policy coverage and claim prep as well as judicial predictions on COVID-19 as Property Damage, application of exclusions, prospective and retroactive legislative changes and funding for losses. 

    Lynn Allen

    Managing Partner, Tyson & Mendes

    Lynn Allen is the Managing Partner of Tyson & Mendes’ Phoenix office. Ms. Allen is an experienced trial lawyer who represents her clients in a wide variety of complex cases, including insurance coverage disputes, insurance bad faith, defense of personal injury and wrongful death lawsuits, intellectual property, employment law, and appeals. Ms. Allen has extensive appellate experience in both the Arizona state and federal courts. She has been lead counsel in many successful jury trials, arbitrations, summary judgment motions, and appeals. She is a frequent lecturer on insurance bad faith and coverage issues in Arizona. Ms. Allen earned her J.D. cum laude from the Arizona State University College of Law in 1989, where she served as a note and comment editor on the Law Review. She is licensed to practice law in Arizona and is a member of the Maricopa County Bar Association and Arizona Association of Defense Counsel.

    Frank Russo is a founder of Procor Solutions + Consulting, a leading specialty consulting firm offering expertise in the areas of insurance risk management, disaster planning, claim preparation, construction claims, insurance appraisals and dispute resolutions. Frank is a recognized global thought leader on the topic of business resiliency having spoken and written many times throughout his career about business risk preparation and recovery strategies from major income-impacting disasters, losses or disputes.

    Over his career, Frank has helped collect over $10 Billion dollars in loss recovery for his clients. He has actively guided clients through all the major large-scale disasters over the last twenty years including the terrorist acts of 9/11/01, 2017 Hurricane Season, Hurricane Katrina, the Gulf Oil Disaster and the Japan Earthquake/Tsunami to name a few.     Tracy Alan Saxe

    President, Saxe Doernberger & Vita, P.C

    Tracy Alan Saxe, President, Saxe Doernberger & Vita, P.C. is a skilled commercial litigator focused on insurance coverage on behalf of policyholders. He handles cases involving coverage for comprehensive general liability, directors and officers, professional liability, builder’s risk, sub-guard, first-party property damage, additional insured, and business interruption claims. Mr. Saxe has litigated insurance coverage matters all over the country and has successfully tried numerous jury and court trials in state and federal courts.     Sheri Wilson

    Senior Vice President & National Property Claim Director, Lockton Companies

    Sheri has more than 25 years experience in property claims. She joined Lockton in 2012 and provides technical expertise, advocacy, and industry trend analysis for domestic and international property claim exposures. She leads the National Property Claim Catastrophe Team and is an active member of Lockton’s Global Property Practice.

    Responsibilities include analysis of loss and exposure data, policy wording review and revision to ensure contract certainty, communication of adverse claim and loss trends to Lockton Associates and clients, and partnering with individual senior property claim leaders within each of the carrier markets, including elevation of claim issues.

    In addition, she leads all CAT claim related activities and provides guidance, training and development, and thought leadership to the property claim resources contained within each of the local Lockton offices locations. A noted expert in property insurance claims, Sheri creates white papers, articles, and other resource materials on emerging issues and trends. She is a frequent speaker at Risk & Insurance Management Society (RIMS) events. She also is the author of several property claim-related technical reports.
